When computing time under the Rules of Procedure:

the number of days between two events are counted by excluding the day on which the first event occurs and including the day on which the second event occurs,

if a period of less than seven days is prescribed, only business days are to be counted,
-
if the time for doing an act expires on a day that is not a business day, the act may be done on the next business day, and
-
a document that is served or filed after 4 p.m. in the time zone of the recipient is deemed to have been served or filed on the next business day.

A time period prescribed by the Rules of Procedure may be extended or abridged:

before its expiration, on consent of the parties, or
-
before or after its expiration, by a hearing panel on any terms and conditions the hearing panel considers appropriate.
